Save the Date: May 29, 2019 – Hearings in both the Assembly and Senate: The Committee on Jobs and the Economy (https://docs.legis.wisconsin.gov/2019/committees/assembly/2017) will hold a public hearing on 5G legislation at 10:30 am in 417 North (GAR Hall) at the Capitol.

If you attend the hearings, please bring copies of your written and oral comments for each legislator on the Committee and a few extra for the news media. They often sit at a table toward the side of the hearing room or you can send it to them directly – the Capitol press core contact list can be found at: https://legis.wisconsin.gov/assembly/asgt/media/1030/cappress.pdf. If there are a lot of people attending the hearing, you may be limited to 3 minutes of oral testimony, so plan accordingly.
Two bills designed to force 5G on communities in Wisconsin were introduced in draft form on Friday, May 17, 2019 in the state legislature and are scheduled for hearing on May 29, 2019 (Assembly Bill 234 – https://docs.legis.wisconsin.gov//document/session/2019/REG/AB234 & SB 239 https://docs.legis.wisconsin.gov//document/session/2019/REG/SB239 – Small Cell legislation). The sponsors are clearly trying to fast-track the 5G legislation since that is only 12 days from introduction to hearing. I understand that the vote is scheduled for June 5, 2019. Thus, fast action on your part is important! Please contact your legislators and the Governor, but also make sure your neighbors and friends realize what is at stake and make their voices heard!
If both bills pass quickly, they could be on the way to the Governor almost immediately, so it is critical that you write and call him and ask him to veto them. If he is going to balk the telecom industry push for 5G in Wisconsin, he will need to be able to point to constituent opposition (the more the better), as well as the public health and environmental hazard to justify his decision.
Please take a moment to write a letter opposing 5G small cell legislation to the Governor, your legislators, the sponsors of the legislation, and the Assembly Committee on Jobs and the Economy and the Senate Committee on Utilities and Housing since these are the committees that are holding hearings on the bills. They can stop them or they can move them on, so it is essential that they hear a lot of informed opposition. (The Assembly vote is already scheduled for June 5 at 10:30am!) We have confirmation that past letters are being noticed and that the message is being heard, but we need you to write again in opposition to this specific legislation so there can be no doubt about your opposition to it!

5G technology will be very hazardous to public health and the environment. The industry admitted to Sen. Even without the addition of the weaponizable higher frequencies and the higher exposure levels that the numerous short closely-spaced high-strength antennas will cause, studies show that radiation from wireless technology is hazardous to human health and the environment (www.EHTrust.org).
Industry claims that 5G frequencies only travel a short distance, but an independent study has shown that they can travel up to 6 miles on a clear day (https://spectrum.ieee.org/tech-talk/telecom/wireless/millimeter-waves-travel-more-than-10-kilometers-in-rural-virginia). So, radiation from closely spaced “small cell” antennas will overlap and result in biologically detrimental increases in wireless radiation. The short stature of the “small cell” antennas increases the hazard they pose because the shorter stature increases the radiation levels on the ground around them and also means that people in homes at the same height as the small cells will also experience high levels of wireless radiation exposure.
Please veto any bills seeking to force 5G on Wisconsin and work with the legislature to return the rights to the local communities that they lost in 2013 Act 20 so that they can protect their residents and negotiate market-based fees for use of their infrastructure when it is being used by for-profit businesses.
