“It must be recognized, however, that the Russian scientists have placed much more emphasis and research effort into the study of the effects of electromagnetic radiation on the brain and central nervous system than the U. S. scientists. Since their safe level of exposure is based on these neurological and behavior effects, it is my opinion that we should not neglect the USSR results until we have sufficient proof that the effects of microwaves on the brain and central nervous system are not detrimental to the health and well-being of our people.” P.127
