The Board of Supervisors postponed the final vote to January 10th.
Your 8,000+ comments to stop the out-of-control roll-out of wireless facilities in our communities gave the Board of Supervisors reason to postpone their anticipated December 6th vote. Their final vote on the Draft Amendments to Titles 16 and 22 is now scheduled to take place on Tuesday, January 10th.
We need to flood them with your input again.

2. CALL the Supervisors before 8am on January 10th and simply say:
“I oppose L.A. County’s proposed amendments to Titles 16 and 22 of the L.A. County Code. Please vote NO.
I urge you to adopt Fiber First LA’s Model Legislation for Titles 16 and 22 as submitted to the Board of Supervisors.
I also urge a reversal of the categorical CEQA exemption as it relates to Titles 16 and 22.”

Due to the lack of safety requirements, I also urge the Supervisors to REVERSE the categorical CEQA exemption as it relates to Titles 16 and 22.
I do not want a cell tower installed right outside my home without any prior notice, public hearing, or opportunity to appeal, without any fire or safety provisions, and without regard to critical environmental protections that keep us all safe.”

- The proposed amendments will increase Fire Risk. Four of the last major local fires have been caused by telecommunications equipment.
- In the last 15 years there have been 4 major Southern California wildfires initiated, in whole or in part, by telecommunications equipment. With California’s unique and rapidly changing climate, any revision to our Code must include strict safety standards to protect our homes and neighborhoods; placement too close to homes or schools may not allow enough time to escape in the event of fire. The revisions/amendments proposed by L.A. County contain nothing about fires.
- I urge the Board of Supervisors to adopt the proposed redline changes to Titles 16 and 22 that were submitted by Fiber First LA, and to prioritize future-proof fiber to the home for everyone in Los Angeles County.
- The redline changes from Fiber First LA provide critical fire safety protections for LA County.
- The claim that hundreds of new small cells are required for 911 calls is false. With loss of electricity, all 911 calls will depend solely upon the macro towers that have already been backed up per the California Public Utilities Commission (CPUC) Order.
- Do not remove our long-standing protections of CEQA – California Environmental Quality Act, NEPA – National Environmental Policy Act, and NHPA – National Historic Preservation Act, that protect us and our neighborhoods.
- The LA County Planning Department must be required to prepare an Environmental Impact Report (EIR) to consider potential environmental impacts, including increased fire risk and impacts to historical resources, on ALL telecom permit applications as they relate to Titles 16 and 22 of the County Code.
- The radiation emitted from cell towers is not safe for humans or our natural world; therefore the placement of these antennas is a matter of urgent public interest.
- Wireless broadband uses ten times as much energy as fiber-optic broadband, therefore significantly increasing our carbon footprint. The Board of Supervisors should prioritize fast, reliable, and secure future-proof fiber to the home for everyone in Los Angeles County.
- I want the Supervisors to invest our time and resources in superior Fiber-Optic Broadband Infrastructure that will last 15 to 20 years. I do not want the Supervisors to pursue a build-out of inferior Wireless Broadband that has a short 5-year life span. Plus, we have already paid the telecom companies for the installation of fiber-optics.
- The Supervisors should be investing resources and taking advantage of federal dollars to provide superior fiber-optic broadband connections rather than slow, unreliable, expensive, unregulated, and hazardous wireless broadband that requires hundreds of new antennas in our residential neighborhoods.
- I urge the Board of Supervisors to prioritize future-proof fiber to the home for the reasons outlined by our federal government agency, the NTIA.
- The LA County Board of Supervisors are citizens’ first and only line of defense against any irresponsible placement and construction of telecommunications equipment; it is not true that your hands are tied. This is supported by Congress, the FCC and the Courts.
- It is not true that the FCC requires these amendments to be made to our existing L.A. County Code; that lie is being perpetrated by the telecoms and echoed by our own uninformed Planning Department. Why are other cities and counties adopting much better and more protective codes than these?
- These Amendments would give away the County’s ability to decide whether a proposed facility is necessary and in a proper location.

Results of the November 15th Board of Supervisors Vote on Titles 16 and 22:
- One Supervisor voted to Oppose and Four Supervisors voted to Pass.
- Supervisor Solis surprisingly changed her vote to OPPOSE because of constituent input. (See her comments below.)
- Input to the Supervisors does create change, and we just need two more votes to Oppose.
- We need to keep contacting all Supervisors, including thanking Hilda Solis.
Results of the December 6th Board of Supervisors Meeting:

Their final vote on the Draft Amendments to Titles 16 and 22 is scheduled to take place on Tuesday, January 10th.
- Two Supervisors out of five now OPPOSE amendments as written: Hilda Solis and Lindsey Horvath.
- Input to the Supervisors does create change, and we just need ONE MORE vote to Oppose.
- We need to keep contacting all Supervisors, including thanking Hilda Solis and Lindsey Horvath.
Our allies are gearing up for a probable lawsuit after the final vote, but if we can get ONE more vote the lawsuit will not be needed! In addition to being very expensive, it would be much harder to turn it around once it’s been passed.
Here is what Supervisor Hilda Solis said about why she changed her vote to OPPOSE:
She cited that she had received 633 letters in opposition leading up to the November 15th BOS meeting. She stated, “I KNOW THERE ARE A LOT OF QUESTIONS REGARDING HEALTH, BUT, MORE IMPORTANTLY, I’M EVEN CONCERNED ABOUT THE UNTIDINESS, THE UNSIGHTLINESS. MANY SMALL CITIES AREN’T BEING FULLY TRANSPARENT EVEN WITH THEIR COMMUNITY RESIDENTS IN TERMS OF PLACEMENT OF THESE POLES.”
Background on why your voice is needed:
The telecommunications companies have the ear of the Supervisors on a regular basis, so they’re not just hearing from us! Plus the Board has been misinformed by both their own planning department and legal team on what they can and cannot do. Those we are collaborating with have been working hard to present the accurate information to the Board, not the tweaked inaccurate versions they receive from telecom and their staff.
To make sure the Supervisors protect our rights and our safety, we need to flood them with many thousands of calls and emails before their January 10th meeting. Hopefully, Hilda Solis and Lindsey Horvath with continue to oppose the Amendments (but no guarantees!). If Solis and Horvath keep their NO positions, we only need one more Supervisor to vote with us to stop this out-of-control roll-out of 5G towers across LA County, and subsequently, California and the nation.
We have been working for many years to stop the roll-out of 5G towers across Los Angeles County, California, and beyond. The LA County Board of Supervisors will take a Final Vote on Tuesday, January 10, 2023.
Current LA County practices do not protect people.
Model legislation has been drafted to address this.
