None of Telecom’s wireless bills are safe (or effective, or cyber-secure). This week, you have yet another vote –– this time on HR 8790 Fix Our Forests Act –– a bill with an Orwellian idea that Fifth Generation (5G) wireless antennas can help preventthe forest fires. Please vote a resounding “NO!” on HR 8790 Fix Our Forests Act. Here’s why:
- Section 303 provides for a pilot study to test 5G to prevent wildfires. This section should be amended to “exclude wireless” because of the risk of fire from cell towers which are electrical installations that have already caused some of the biggest fires in American history. - Please also request a recorded roll call vote after voting “no“ or amending the dangerous aforementioned section.

- be reminded how unreliable wireless becomes when emergency services are needed most. On February 22, 2024, AT&T’s nationwide wireless service outage lasted at least 12 hours and prevented customers from using voice and data services, including blocking more than 92 million phone calls and more than 25,000 attempts to reach 911. Still, telecom companies want to discontinue the only reliable way – the wired way – COPPER WIRE – to communicate during such times! It’s critical that Congress forbid telecom from phasing out and ultimately discontinuing use of the traditional, copper landlines that are indeed dependable during emergencies. Truth be told, it is FALSE and FRAUDULENT to use “emergency access” as a reason for HR 8790 Fix Our Forests Act and the larger Parks bill, HR 6492 EXPLORE Act (which passed the House) and S.2018 Connect Our Parks Act (which passed Energy & Natural Resources). This is because any distressed hiker can text 911 Emergency Services with any modern iPhone or Android by using the network of 4G towers. Saturating the remaining forest areas with hazardous pulse-modulated microwave radiation from antennas will not only destroy the wildlife, but will also trap rural residents in fires with zero communication if they’re reliant on cellphones and phone service providers are allowed to rip out copper landlines.
- know that HR 8790 will render our parks uninhabitable by the 1/3 of Americans already sensitive and clinically symptomatic to RF/MW radiation. See pp378–379 of Europaem EMF Guideline 2016 for the prevention, diagnosis and treatment of EMF-related health problems and illnesses. In fact, 5% are already seriously injured or disabled from the radiation evidenced by M. Bevington in this study entitled “The Prevalence of People with Restricted Access to Work in Manmade Electromagnetic Environments” (2019) J Environ Health Sci 5(1): 1-12. (also illustrated below)
- tell us, your constituents, where veterans safely can go in today’s wireless world when doctor-prescribed visits to parks for recovery from post-traumatic stress syndrome. And where would the rest of us who seek solace in our forests go to escape digitalization?
- recall the landmark case with Environmental Health Trust (EHT) et al. v the FCC with 11,000 pages of evidence in 27 volumes (divided into 7 sets of the Joint Appendix) with thousands of peer-reviewed scientific studies showing DNA damage, reproductive harm, neurological effects such as ADHD, and radiation sickness. The latter seems to be the most widespread manifestation of wireless harms. In addition, the scientific evidence of biological harm to humans and the environment is at far less intensity than the outdated exposure limits established fraudulently as “guidelines.” (Furthermore, EHT and others continue to place more scientific evidence of harm from RFR into the already scientifically robust FCC Docket 13-84.)
- don’t forget that the captured agency, the FCC, has egregiously failed compliance with the August 13, 2021 decision from the D.C. Circuit of the U.S. Court of Appeals for the Federal Circuit in the aforementioned case –– and has additionally ignored three petitions by case plaintiffs Environmental Health Trust (EHT request to reopen and refresh record submitted 11/30/2021) and Children’s Health Defense (CHD petition submitted 4/4/2023) –- as well as Environmental Working Group (EWG petition filed 6/30/2022).
- hold your Oath to the Constitution, to the Ninth Amendment in this context, and to the right to bodily security and freedom from microwave radiation pollution and assault.
In sum, here’s WHY more cell towers are NOT needed ––
- Access for emergency response already is available via satellite on ordinary iPhones and existing emergency gadgets already being used by hikers and other recreationists.
- Existing 4G towers on remote hilltops and industrial zones offer reception as far as 9 miles. There’s no need for 5G densification in our forests.
- Cell towers will make visits to parks intolerable for an increasing percentage of Americans vulnerable to ElectroMagnetic Radiation and and everyone else seeking solace from telecom radiation -– that number a staggering99.7 million in the U.S. in 2019 at 30% of the populationbased on a 2019 report from the Stowe School in the UK entitled “The Prevalence of People with Restricted Access to Work in Manmade Electromagnetic Environments.”

- Having no safe havens from electromagnetic environments will only increase those already harmed, disabled, and constructively evicted from their homes. Safe parks and forests are needed for safe escape.
- Bills about these lands should not be hellbent on what telecom has to offer that’s not needed nor wanted.
- Green spaces should provide safe recreation and enjoyment of everything the outdoors and NATURE have to offer.
In order to protect the people (and all living things), know that
- No injured or stranded park visitor would be able to outrun a telecom fire.
- No cell phone call can be made from a burning cell tower.
- There will be limited transportation in/on these lands.
- NOTHING can be done to mitigate a cell tower fire UNTIL the utility cuts the power.
- With every single wireless telecommunications facility permitted on these lands, there is increased fire risk. Four major fires to telecom equipment in Southern California fires from 2007–2020 (11/15/2022 Protecting LA County’s Future)evidenced fault frequently found in telecommunications’ failures regarding electrical engineering, structural safety, and maintenance. The role telecommunications plays in the initiation of these fires is understated and/or covered up throughout the years of investigations after a fire. Telecom should NOT be left to police itself.
Your attention is also needed to co-sponsor a bill that makes sense -– HR 8082 Securing Local Communities Input in Broadband Development Act. With barriers already corrupted and/or removed from the FCC and telecom, no legislators should allow even more legislation to take away from local government the statutory authoritythat Congress made abundantly clear –– and then give that power to the telecom industry that dominates its regulating agency. HR 8082respects and empowers local property owners to cooperate with their governments to have the time and discretion necessary for locating cell towers in a way that’s both safe and effective (far away from bedrooms, classrooms, and parks).
