“Fix Our Forests Act” Includes 5G, Excludes NEPA
9 May 2025 | Zero5G.com | S. 1462, also known as the “Fix Our Forests Act,” is one of dozens of federal bills introduced in 2025 related to “forest management.”
The proposed legislation states: “…to develop and apply emerging technologies for wildfire mitigation, including artificial intelligence, quantum sensing, computing and quantum-hybrid applications, satellite detection, augmented reality, 5G private networks, and device-to-device communications supporting nomadic mesh networks and detection.”
S. 1462 is about surveillance, inventory, and control of the land and people, not environmental stewardship.
“To improve forest management activities on National Forest System land, public land under the jurisdiction of the Bureau of Land Management, and Tribal land to return resilience to overgrown, fire-prone forested land, and for other purposes.”

One indication that the “Fix Our Forests Act” is disingenuous is the intent to disregard the National Environmental Policy Act (NEPA):
“APPLICABILITY OF NEPA.—The designation of a fireshed management area under this section shall not
be subject to the requirements of the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.).”


As the authors point out in their 2023 Georgetown Environmental Law Review article, Cloud Seeding, Wildfire Smoke Emissions, and Solar Geoengineering: Why is Climate Modification Unregulated?:
“Congress began “fixing” wildfire in 2013. Since then, the incidence of wildfire has dramatically increased. What if our new approach to wildfire is causing the crisis? Indeed, the sharp uptick in disastrous wildfires correlates with increasing federal control and an increased reliance on data-driven fire modeling.” -p.22
